The "Regulations for the Approval of Special Equipment Non-destructive Testing Institutions" (TSG Z7005-2015, hereinafter referred to as the "New "Approval Rules") will be implemented on July 1, 2015. The following implementation opinions are hereby proposed for the linkage of the work of the “Detailed Rules for Appraisal and Evaluation of Equipment Inspection and Testing Institutions” (hereinafter referred to as the original “Approval Rules”):
1. Approval requirements
1. Starting from July 1, 2015, if a special equipment non-destructive testing agency submits an application for approval or a renewal of the approval application involves routine testing, according to the new "Approval Rules", 4 testing methods (RT, UT, MT, PT) ) Stipulated conditions and requirements. Where an application for renewal of approval is filed, if the routine testing approval items that have been obtained do not include 4 testing methods, the testing capabilities of the testing methods not included in the appraisal review shall be verified.
2. Special equipment non-destructive testing institutions accepted before July 1, 2015 should complete the approval work before the end of December 2015, and their appraisal review and approval work can continue to be implemented in accordance with the requirements of the original Approval Rules.
3. The certificate holder whose validity period of the "Special Equipment Inspection and Testing Agency Approval Certificate" expires before December 31, 2015, if it applies for renewal approval within 6 months before the expiration of the validity period, may not be treated as a newly applied non-destructive institution However, if the new certificate cannot be obtained before the expiration of the old certificate due to the implementation of the renewal procedure, the corresponding non-destructive inspection work shall not be carried out from the expiration of the old certificate to the effective period of the new certificate.
2. Level approval
Starting from July 1, 2015, the "Special Equipment Inspection and Testing Agency Approval Certificate" issued by the State Administration will no longer mark the level of special equipment non-destructive testing institutions, and the level verification will no longer be included in the scope of administrative licensing.
